INVITATION TO BID: Revitalization of the Westhill Gardens Congregate

The Manchester Housing Authority is seeking sealed bids for: Revitalization of the Westhill Gardens Congregate.

Bids shall be due to the Manchester Housing Authority 24 Bluefield Drive, Manchester, CT 06040. Thursday June 22, 2017 at 2:00pm. Immediately following, all bids will be publicly opened and read.

A non-mandatory pre-bid walk through will be held on Thursday, May 25, 2017 at 2:00pm. All interested parties are to meet at 10 Ada Lane, Manchester, CT 06040. Attendance is strongly recommended.

Contract Documents including plans & specifications can be viewed on-line and purchased from Advanced Reprographics’ website. Visit www.advancedrepro.net, or call (860) 420-4020, after Monday May 22, 2017. Additionally, a set of bidding documents will be available for review only at the offices of the Manchester Housing Authority.

A satisfactory Bid Bond or Certified Check, in an amount equal to five percent (5%) of the base bid, shall be submitted with each bid. The Bid Bond shall be made payable to “Manchester Housing Authority” and shall be properly executed by the Bidder and acceptable sureties. All bonds must be from sureties listed on the most recent IRS Circular 570. 100% Performance / Payment Bonds will be required at contract signing.

The Manchester Housing Authority reserves the right to reject any or all bids or to waive any informality in the bidding. No bid shall be withdrawn for a period of 90 days subsequent to the opening of bids without the consent of the Manchester Housing Authority.

The bidder shall make a good faith effort to employ minority/women business enterprises as sub-contractors and suppliers of materials on State funded projects in compliance with the State of Connecticut General Statute Section 4a-60. The bidder shall make a good faith effort to set-aside at least twenty-five percent (25%) of the aggregate dollar amount of the contract for Small Business Enterprises. Of this Small Business set-aside amount, twenty five (25%) must be made available for Minority/Female Business Enterprises. This should be accomplished by competitive pricing, but only Small Business, Minority/Female Enterprise Firms may compete for this set-aside amount. Those business enterprises involved in compliance with the above statements must be certified by the Department of Administrative Services.
