Welcome to the Manchester Housing Authority!

The Manchester Housing Authority (MHA) is a public agency that provides subsidized housing to low and moderate income individuals and families. In addition to conventional public housing communities throughout Manchester, MHA offers rental assistance programs. MHA receives federal and state funding in order to provide housing programs to qualifying individuals and families. The funding requires MHA adhere to any applicable housing regulations issued by the U.S. Department of Housing and Urban Development and the Connecticut Department of Housing.

MHA’s mission is to provide stable, quality affordable housing for low and moderate income persons; to deliver these services with integrity and mutual accountability; and to create healthy living environments which serve as methods for the transformation from dependency to economic self-sufficiency.

In keeping with its mission, MHA has established specific policies governing eligibility for admission and continued occupancy of all its public housing developments and units. Housing developments are built and operated with either federal or state financial assistance.


In total, MHA currently owns and/or oversees approximately 435 rental units of public housing in Manchester.

In addition to housing developments, MHA administers 504 Section 8 Housing Choice Vouchers, otherwise known as Tenant-Based Section 8 vouchers that allow families to rent in the private market and apply a subsidy to their rent.

A similar state program (J. D’Amelia Program) assists an additional 900 households. With this assistance, residents are able to pay approximately 30-40 percent of their income toward rent and MHA pays the remainder. MHA helps provide housing to approximately 1,400 people under these programs.

A Message From Our Chairman

“The operation of the Manchester Housing Authority is overseen by a Board of Commissioners consisting of five (5) individuals. All five (5) member board are confirmed by the Town of Manchester Board of Directors. Additionally, one (1) member is required to be a resident in a federally funded public housing development. The MHA Executive Director reports directly to the Board of Commissioners and is responsible for the management and operations of the agency and its staff.

Board Meetings are typically held the 3rd Wednesday of the month at the Community Room of the Mayfair Gardens Development which is located at 215 North Main Street at 6:30 pm. Meetings are open to the public. Special meetings are scheduled time to time and may or may not be open to the public. Meeting minutes are taken at ALL meetings and are available to the public once approved and will be uploaded to the MHA website.”
